Karnataka NEET Counselling 2026 — KEA, Fee Categories & Mop-Up

Karnataka has more medical seats than almost any other state, an unusually layered fee system, and a rural service bond it now genuinely enforces. Understanding those three things — before you fill options — is what separates a good Karnataka outcome from an expensive surprise.
Who Runs It
State quota NEET UG counselling in Karnataka is conducted by the Karnataka Examinations Authority (KEA) through kea.kar.nic.in. Karnataka's Fee Structure — The Real Quirk
In most states, a college has one fee for government quota and one for management quota. In Karnataka, the same college can carry several different fees depending on which seat category you are allotted under. A candidate can be allotted into a private college through the government share and pay a fraction of what a management-share candidate at the same college pays.

KEA publishes a fee annexure each cycle mapping every college and every seat category to a notified fee. That annexure is the only figure that binds. Fee levels are also revised between cycles and occasionally litigated, so treat all bands above as indicative and confirm the current notification before you commit money.
Eligibility Clauses, Not Just "Domicile"
Karnataka does not use a single domicile test. It defines a set of numbered eligibility clauses, each covering a different situation — candidates who studied a qualifying number of years in Karnataka, children of Karnataka-domiciled parents, Kannada-medium study routes, candidates from specific border or service categories, and so on. Each clause has its own document set.
The practical consequence: two candidates with identical NEET ranks can see entirely different seat pools because they qualified under different clauses. The Karnataka Rural Service Bond — Take This Seriously
Karnataka requires approximately one year of compulsory rural service from government quota MBBS graduates. What makes Karnataka different from most states is enforcement: the state amended its compulsory service legislation to remove the option of simply paying a penalty in lieu of serving, and permanent registration can be withheld until the obligation is discharged. Reports through the current cycle indicate the state has actively pursued graduates who did not report for duty.
