Delhi NEET Counselling 2026 — The 85% Quota Nobody Explains Properly

How Delhi's 85% quota works across DU and IPU medical colleges — and why it is schooling-based, not domicile-based.

Delhi is the one place in India where "state quota" does not mean what you think it means. There is no Delhi domicile certificate to chase, no single state counselling authority, and two separate universities running two separate processes for what candidates casually call one quota. Here is the actual structure.

Delhi Has No State Counselling Authority

Every other major state has a single body — DGME, DME, KEA, WBMCC — running its 85% quota. Delhi does not. Its government medical colleges sit under two different universities, and each handles its own 85% share:

Which means a Delhi candidate targeting the best possible seat may need to track three processes, not two. Miss one registration and you have silently removed a set of colleges from your options.

The No-Domicile Nuance

Delhi's 85% quota has historically been schooling-based, not certificate-based: eligibility rests on having passed Class 11 and Class 12 from a recognised school physically located in the NCT of Delhi. There is no equivalent of the residence certificate that UP, Bihar or Rajasthan candidates spend weeks obtaining.

What this means in practice

a family that moved to Delhi years ago but sent the child to school in NCR outside the NCT boundary may not qualify — while a family that moved recently but whose child completed both years at a Delhi school may. The test is where you studied, not how long you have lived there. Read the current DU and IPU bulletins for the exact wording, because each institution states its own condition.

2026 Status

NEET UG 2026 results were declared on 16 July 2026. Neither DU nor GGSIPU had published confirmed 2026 medical counselling schedules at the time of this update, and MCC's national calendar was also pending — Delhi's university processes typically follow it. The Seat Picture

Delhi's total MBBS intake for 2026–27 has been reported at roughly 1,500 seats, with the overwhelming majority in government colleges across around nine institutions and a small private component. Treat any pre-counselling number as provisional — the binding figure is the official seat matrix published by each conducting body.

Two things follow from that small, high-prestige pool. First, Delhi closing ranks are among the toughest in the country in both quotas. Second, because the 85% pool is restricted to Delhi-schooled candidates, a Delhi candidate's effective competition is far smaller than their All India Rank suggests.   • Class 10 certificate (date of birth) and Class 12 mark sheet and certificate
  • Proof of Class 11 and Class 12 study in an NCT of Delhi school — school certificates, transfer certificate, and the school's address record

A school with a Delhi postal address but a campus outside the NCT boundary can fail the condition. If there is any doubt about your school's status, resolve it in writing with the conducting university before registration closes — not at document verification, where there is no time to fix anything.

Fees

Delhi's government medical colleges carry some of the lowest tuition in the country — a large part of why their closing ranks are so competitive. The city's small private medical sector charges conventional private fees, and both DU and IPU publish their own fee schedules each cycle. How a Delhi Candidate Should Sequence the Season

  1. Register for MCC AIQ as soon as it opens — it covers every Delhi government college's 15% share plus the rest of the country.
  2. Register for the DU medical admission process for MAMC / LHMC / UCMS and the other DU colleges.
  3. Register for GGSIPU counselling for the IPU-affiliated colleges.
  4. Assemble Class 11 and 12 school proof early — this, not a domicile certificate, is your eligibility.

Do I need a Delhi domicile certificate for the 85% Delhi quota?

No — Delhi's 85% quota is not built on a domicile certificate the way most states' quotas are. Eligibility has historically been schooling-based: you must have passed Class 11 and Class 12 from a recognised school physically located in the NCT of Delhi. Who conducts NEET counselling for Delhi medical colleges?

There is no single Delhi state counselling authority. The 85% Delhi quota in Delhi University colleges such as MAMC, LHMC and UCMS is handled through the University of Delhi's medical admission process, while Guru Gobind Singh Indraprastha University (GGSIPU) conducts counselling for the 85% quota in its own affiliated medical and dental colleges. What is the difference between institutional quota and Delhi quota?

In Delhi, the 85% share commonly described as the Delhi quota functions as a university-institutional quota: it is reserved for candidates who satisfy that university's Delhi-schooling condition rather than for holders of a state domicile certificate. The remaining 15% is the All India Quota counselled by MCC and open to candidates from anywhere.

Can an outside-Delhi candidate get an MBBS seat in Delhi?

Yes, through the 15% All India Quota counselled by MCC, which has no residence requirement and covers Delhi's government medical colleges. Outside candidates generally cannot access the 85% Delhi quota unless they meet the Delhi-schooling condition, and private and minority institutions in Delhi apply their own eligibility rules.
