Bihar NEET Counselling 2026 — BCECEB, UGMAC & the State Merit List

BCECEB's UGMAC process, Bihar's state merit list, documents and rounds — explained without jargon.

Bihar sends an enormous number of candidates into NEET each year and holds a comparatively small number of state seats — which makes understanding the state merit list more valuable here than almost anywhere else. Your All India Rank is not the number that decides your Bihar allotment.

Who Conducts It

Bihar's 85% state quota MBBS, BDS and AYUSH seats are counselled by the Bihar Combined Entrance Competitive Examination Board (BCECEB), through the process branded UGMAC (UG Medical Admission Counselling), on bceceboard.bihar.gov.in. The 15% All India Quota in Bihar's government colleges is counselled by MCC — see our AIQ rounds guide.

2026 Status

NEET UG 2026 results were declared on 16 July 2026. BCECEB had not published a confirmed 2026 UGMAC schedule at the time of this update. Bihar typically notifies once the national calendar is clearer — track our MCC 2026 schedule page and BCECEB's own notice board.

The State Merit List — Why It Matters More Than Your AIR

BCECEB does not allot seats against your All India Rank directly. It takes the NEET UG scores of all candidates eligible under Bihar's residence rules and re-ranks them among themselves to produce a state merit list. Allotment in the state quota runs down that list.

The practical effect is that a candidate who looks unremarkable nationally can sit high in the Bihar list — and conversely, a strong AIR does not guarantee a top Bihar college if the state pool is dense at that score band. Read our marks vs rank guide for how your score maps to national rank first, then treat state position as a separate question.

Do not benchmark yourself against last year's national cutoffs

For Bihar state quota, the relevant history is Bihar's own previous-year closing ranks per college and category — not AIQ closing ranks, which are a different and generally tougher pool.

Documents Bihar Asks For

  • NEET UG 2026 scorecard and admit card
  • Class 10 and Class 12 mark sheets and certificates
  • Residence certificate for Bihar, issued by the competent authority
  • Caste certificate and non-creamy-layer certificate in the Bihar-prescribed format, where applicable
  • EWS certificate where claimed, in the prescribed format and within validity
  • Photo ID, recent photographs, signature scan
Format and validity, not just possession

The commonest Bihar rejection is a caste or EWS certificate that is either in a central format the state does not accept, or issued outside the validity window. Certificates typically need to be current for the admission year. Start now — see our full document checklist.

Round Structure

Stage What happens Notes
Registration & option filling UGMAC application, fee payment, college/course preferences Fill a long list — short lists cost seats
Round 1 Provisional allotment against the state merit list, document verification, reporting Most flexible round
Round 2 Remaining and surrendered seats; upgradation where permitted Stricter exit terms
Mop-Up Seats still vacant after Round 2 Treat as binding
Stray vacancy Final leftover seats per published norms Last chance in the state pool

How rounds interact — whether you can skip one, whether a Round 1 seat can be upgraded, what happens if you do not report — is where candidates lose seats. Our how many rounds guide and upgradation guide cover the decision logic.

Fees and Bond

Bihar's government medical colleges carry low tuition in the usual government range, with hostel and university charges on top. Private colleges in the state are counselled through BCECEB for their state quota share at fees notified by the state.

On service bonds: Bihar has generally not imposed a compulsory service bond of the kind used by Rajasthan, UP or Tamil Nadu, though a substantial penalty has applied to candidates who discontinue after admission. Bond and discontinuation clauses are re-issued each cycle — read them in your admission papers, and compare across states in our bond policy guide.

If Bihar State Quota Does Not Work Out

Bihar's seat-to-candidate ratio is tight, so it is worth planning the fallback before you need it: AIQ seats nationally, private and deemed colleges through MCC's deemed track, and — for candidates in the lower score bands — BDS and AYUSH routes that lead to real careers. Start with your real options at a low score and BDS vs BAMS vs BHMS.

Bihar NEET Counselling — FAQs

Who conducts NEET UG counselling in Bihar?

The Bihar Combined Entrance Competitive Examination Board (BCECEB) conducts state quota NEET UG counselling in Bihar, usually branded as UGMAC. Registration, choice filling and allotment happen on the BCECEB portal, bceceboard.bihar.gov.in. The 15% All India Quota in Bihar's government colleges is counselled separately by MCC.

What is the Bihar state merit list for NEET?

BCECEB prepares a state merit list by taking the NEET UG scores of candidates who are eligible under Bihar's residence rules and re-ranking them among themselves. Your All India Rank does not change, but your position in the Bihar list is what determines allotment in state quota rounds — which is why a candidate can look mid-table nationally and still be competitive in Bihar.

Which documents does Bihar NEET counselling require?

You will typically need your NEET UG scorecard and admit card, Class 10 and Class 12 certificates and mark sheets, a residence certificate for Bihar, a caste certificate and non-creamy-layer certificate in the Bihar-prescribed format where applicable, an EWS certificate if claimed, plus photo ID and recent photographs. The exact list and formats are specified in each cycle's UGMAC brochure.

How many rounds does Bihar NEET counselling have?

Bihar generally runs a first and second merit round, followed by a mop-up round and a stray vacancy round for seats still unfilled. Exit rules tighten with each round, and seats accepted in the later rounds are usually binding. Confirm the round structure in the official BCECEB notification for the current year.

Is a Bihar residence certificate mandatory for state quota seats?

For Bihar's 85% state quota seats you generally need to establish residence in Bihar as defined in the counselling brochure, most commonly with a residence certificate issued by the competent authority. Because the definition and the accepted certificate format are restated each year, check the current brochure before applying rather than relying on an earlier cycle's rules.
