Deemed University MBBS Counselling 2026 — How It Works, Honestly
MCC's deemed track explained — deposits, rounds, fee reality and when a deemed seat is the right decision.
The deemed university stream is the least understood part of MCC counselling, and the most expensive place to make a mistake. It has its own deposit, its own forfeiture rules and its own economics. This guide covers exactly how it operates — and gives you a straight answer on when it is worth taking.
What a Deemed University Is
A deemed-to-be university has degree-granting status of its own. Its medical college is not affiliated to a state university, its seats are not part of the state's 85% quota, and its fees are not set by a state fee regulatory committee in the way private college fees are. That last point is the entire reason deemed fees sit where they do.
| Dimension | Deemed university | Private (state-affiliated) college |
|---|---|---|
| Counselled by | MCC, centrally | State counselling authority |
| Domicile needed? | No | Generally yes for the state-quota share |
| Fee set by | The university itself | State fee regulatory committee |
| Degree awarded by | The deemed university | The affiliating state university |
| Indicative annual tuition | High-teens to high-twenties lakh | Low-to-mid single-digit lakh (state quota) |

The Deposit That Catches People Out
MCC runs the deemed stream alongside AIQ, but with a very different money structure. In recent cycles:
| Stream | Indicative refundable security deposit |
|---|---|
| AIQ / central universities / ESIC / AFMC (UR–EWS) | ≈ ₹10,000 |
| AIQ / central universities / ESIC / AFMC (SC / ST / OBC / PwD) | ≈ ₹5,000 |
| Deemed universities | ≈ ₹2,00,000 |

If you are allotted a deemed seat and then fail to report, or withdraw outside the permitted window, that ₹2 lakh can be lost. Do not add deemed choices to your list "just to see what happens" — every choice you enter is a choice you are prepared to take. Amounts and conditions are set fresh each cycle in MCC's information bulletin; verify before you pay. Full mechanics in our deposit and refund guide.
Registering for the Deemed Stream
You use the same MCC portal, but the deemed stream carries its own registration fee and its own deposit, and you must opt into it. Candidates who register only for AIQ and then look for deemed colleges in their choice list find they are not there — and by then the window has usually closed.
Deemed counselling runs through the same round structure as AIQ: Round 1, Round 2, Mop-Up and Stray Vacancy. Our MCC rounds guide and how many rounds guide cover the sequence; the crucial difference is that in the deemed stream the money at risk in each round is much larger.
What Deemed Seats Actually Cost
Indicative bands, based on recent years and published as ranges because deemed universities revise their own fee structures:
- Tuition: generally high-teens to high-twenties lakh per year, higher at the most expensive institutions.
- Total course outflow: frequently ₹1 crore to ₹1.5 crore once hostel, mess, university and examination charges are included.
- NRI seats: priced separately, commonly in the US$35,000–60,000 per year range — see our NRI quota guide.

When a Deemed Seat Beats Waiting for State Rounds
Here is the honest framework. A deemed seat is the right decision when all three of the following hold:
- A government seat is genuinely out of reach — not "unlikely in Round 1", but unlikely across AIQ and your state quota through all rounds, judged against last year's closing ranks for your category, not against hope.
- The family can fund the full course without structural strain — the whole ₹1 crore-plus, with the loan pre-assessed against the total and not just year one.
- The alternative is losing the year, and a repeat attempt carries real risk rather than a confident expectation of a materially better score.
Conversely, it is usually the wrong decision when the real motivation is avoiding a bonded government seat. A two-year service bond on a seat costing a few lakh in total is a far cheaper obligation than a crore of fees — run that comparison properly with our bond policy guide before you decide.
a deemed seat in hand does not have to be surrendered to keep participating in later rounds — but the rules on holding, upgrading and withdrawing differ by round and are re-issued each cycle, and the deposit is what is at risk. Read the current round rules on mcc.nic.in before you assume you can both hold and wait.
Before You Pay Anything
- Verify NMC recognition for that college, that course and that admission year.
- Get the itemised fee structure in writing — all years, all heads, including escalation.
- Pay only through MCC or the university's verified channel. Never to an individual, never in cash, and never against a "guaranteed seat" promise.
- Confirm hostel policy — compulsory hostel at a deemed institution can add materially to the total.
- Check the internship year's charges, which are often quoted separately or not at all.
Deemed University Counselling — FAQs
Who conducts deemed university MBBS counselling?
The Medical Counselling Committee (MCC) conducts counselling for deemed university MBBS and BDS seats centrally, alongside its All India Quota counselling, at mcc.nic.in. Deemed seats are not counselled by state authorities, and there is no domicile requirement — candidates from any state can participate.
How much is the security deposit for deemed university counselling?
MCC has in recent cycles required a refundable security deposit of around ₹2,00,000 for the deemed university stream, alongside a non-refundable registration fee — far higher than the AIQ stream's deposit. The deposit can be forfeited if you are allotted a deemed seat and then fail to report or withdraw outside the permitted window. Confirm the current amounts in MCC's information bulletin.
Do I need a separate registration for deemed counselling?
You register on the same MCC portal, but the deemed stream carries its own fee and deposit structure, and you must opt into it. Candidates who register only for the All India Quota stream and assume deemed choices will appear are the ones who discover the gap after the registration window has closed.
Is a deemed university MBBS degree valid?
Yes, provided the institution is recognised by the National Medical Commission for the relevant course and intake in your admission year. A deemed university grants its own degree rather than a state university's. Always verify current NMC recognition for the specific college and course before paying anything.
When is a deemed seat better than waiting for state rounds?
A deemed seat makes sense when your rank makes a government seat genuinely unlikely in both AIQ and your state quota, when the family can fund the full course cost without financial strain, and when the alternative is losing the year. It is rarely the right call purely to avoid a bonded government seat, which is usually far cheaper over the full course.
Your next step
You now know the rules. What this guide cannot tell you is your answer — which seat your rank actually reaches, in which round, at which fee. That is personal, it is deadline-bound, and it is the part we do.
